A Recovery-Oriented Plan of Safe Care (ROPSC) is a coordinated, family-centered approach that supports pregnant and parenting individuals affected by substance use. ROPSC brings together healthcare providers, behavioral health services, child and family support programs, and community partners to help ensure infant safety while promoting long-term recovery and family well-being.
Using a trauma-informed and strengths-based approach, ROPSC connects families to wrap-around supports such as:
Substance use treatment services
Mental health care
Peer support and recovery resources
Parenting and family supports
Early childhood services
Community-based resources
In Kentucky, ROPSC efforts are organized regionally to strengthen collaboration between agencies and build supportive systems of care that help families remain healthy, stable, and connected throughout their recovery journey.
