A Recovery-Oriented Plan of Safe Care (ROPSC) is a coordinated, family-centered approach designed to support pregnant and parenting individuals affected by substance use. It brings together medical providers, behavioral-health services, child- and family-support programs, and community partners to ensure both infant safety and long-term recovery for the parent. ROPSC is trauma-informed, strengths-based, and focused on connecting families with wrap-around services such as treatment, mental-health care, peer support, and early-childhood resources. In Kentucky, ROPSC efforts are organized regionally to build collaborative systems of care that help families remain stable, healthy, and supported throughout their recovery journey.
